Lawsuit Risk for Community Organizations

I am in Columbus, Oh where the epidemic of addiction, booze and drugs, is worsening. However, noticing that community organizations are vulnerable to lawsuit risk in handling major medical matters, with out expensive insurance and full professional training for staff. 

For example, one suicide while under "care," in a non-professional setting, could present a huge financial risk.

Sex Work, Financial Desperation and the Opioid Epidemic

I assume zero research on this topic. I moved to Columbus, Oh a few years ago and have been shocked to see the prevalence of opioid addiction + sex work. Realistically, they are some of the few jobs available to desperate women with young families. There simply are no other jobs and ways for poor single moms to feed families. The British - David Nutt - did a survey showing alcoholism far more destructive to people, places and things overall - by far. What are the co-morbidity and measurement of harm done to oneself, family, workplace, neighbors and community of the separate and combined alcohol and opioid addiction afflictions?

I have been a Massage Therapist for 23 years. I have absolute confidence of the major cause of the Opioid Addiction that was recorded to begin 20 years ago. IT is due to the "distance running" requirement in the public schools that began about 35 years ago. I have found that symptoms do not surface for about 10-15 years.
